Fact or Fiction: Presidential litmus test for military leaders. I know nothing about Dr. James Garrow, so this is a skeptical source in particular. However, this litmus test is not a new revelation, so the thesis is rooted in truths. The nod to Obama as Chief Martial Law Enforcer is not unique to him. There would exist no difference between Obama, Romney, Bush or [place Emperor name here] on this matter.
